4. Jacoby Brissett

The 6-foot-4 signal caller gave a good account of himself as a starter with Cleveland this past season. Brissett connected on 64% of his passes for 12 TDs in 11 games. The 30-year-old Floridian showed he can compete at this level. There should be interest from around the league and he may be worth a look from the Buccaneers.
