9. Drew Allar, QB, Penn State
Penn State’s offense struggled in Allar’s first season as the full-time starter. However, the upside of the big-bodied 6-foot-5, 240-pound quarterback was still evident. Allar threw for 2,336 yards, 23 touchdowns and just one interception during the 2023 regular season, but both his completion rate (61.1%) and yards per pass (6.7) are numbers that likely need to increase for him to have a chance at the Heisman next season. Allar could be poised for a third-year breakout under new offensive coordinator Andy Kotelnicki and a new-look Big Ten that will no longer have divisions could also help Penn State get out of the shadows of Ohio State and Michigan. If the Nittany Lions compete for a conference title, Allar should be in the Heisman mix.
