8. Mel Gray (1986-97)

Gray was much more of an elite kick return specialist than a punt return specialist, but that didn’t stop him from leaving his mark in both categories. Gray scored nine career return touchdowns, six on kickoffs and three on punts, while his 2,763 punt return yards rank No. 16 all time and his 10,250 kickoff return yards are second all time.
