8. Devin Hester, KR, Chicago Bears

Hester is considered one of the best return men in NFL history, holding the league records for both non-offensive touchdowns and punt return touchdowns in a career and kick return touchdowns in a season. He played 11 seasons in the NFL, spending eight with the Bears, and was named to the Pro Bowl four times, first-team All-Pro three times, was a member of the 2010s All-Decade team and was selected to the NFL 100 all-time team.

Hester is in his third year of eligibility and has been selected as a finalist each year. However, Hester faces a more difficult challenge in getting into the Hall of Fame than his peers because there are only three pure special teamers in Canton and none are return men.
