8. Gavin Ishmael, Sr., Frederick
After an 0-3 start to the 2023 season, Ishmael helped the Golden Eagles win six of their next seven games to reach the Class 3A playoffs. The 6-foot-3, 210-pound signal caller tossed for the fifth-most yards in the state with 2,756 while adding 29 touchdowns through the air. Ishmael earned first-team all-state honors following his junior season and holds an offer from Jamestown University.
